Phoenix is an innovative diversionary programme designed to support young people aged between nine and 25 facing challenges in their daily lives.
Led by Tyne and Wear Fire and Rescue Service (TWFRS) and funded through collaborations with partners, we use practical firefighter training activities to help young people develop essential life skills while making safer choices for themselves and their communities.
Research by the National Fire Chief’s Council suggests that early intervention initiatives like Phoenix deliver a return of £3.30 for every £1 spent.

What We Do
Our programmes provide targeted intervention for young people and help them:
Phoenix is delivered by specialist fire service employees in real operational fire stations using actual firefighting equipment. Every activity is fully risk-assessed and designed to align with formal learning outcomes. Activities include:
- Hose running
- Hydrant operation
- Fire appliance drills
- Search and rescue exercises, including blindfolded drills with dummy breathing apparatus
